Not many states have legislation on the subject, and fewer still cover criminal prosecutions rather than civil suits. If you could develop a code – a set of detailed principles – to guide states as to when a foreign entity or individual should be immune from the jurisdiction of their courts, and when they should not, what (broadly) would it say, and why?
