4. If there is
(a) no contrary intention in the substantive Act in question, the substantive Act is read with the relevant provision of the Acts Interpretation Act. That synthesis constitutes the law to be applied to the facts.
(b) a contrary intention in the substantive Act, the substantive Act is read accordingly. The contrary intention in the substantive Act constitutes the law to be applied to the facts.
